Government Gazette 51771 makes provision for legacy qualifications that are not covered under GG 50742 allowing the QCTO in conjunction with SAQA and DHET to extend the last date of enrolment. This is only applicable for qualifications whereby:

• No new replacement qualifications are registered;
• Current learnerships are registered against pre-2009 qualifications;
• Inadequate    learnerships  have    been                     registered     against Occupational                     Qualifications; Qualifications are still being realigned;
• Pre-2009 qualifications are linked to regulatory requirements; and
• The funding regime that is still linked to pre-2009 qualifications (2024-2025 performance targets)

• MICT SETA may no longer award accreditation for any legacy programmes.

• Learners must be enrolled by 30 June 2025 for the 30 qualifications that have been approved for the extension.

• Skills Development Providers must apply directly to the QCTO for occupational accreditation.

• Skills development providers must ensure that all learners enrolled on legacy programmes are assessed, moderated and externally verified by the ETQA before the last date of certification (Teach – out period).

• In 2014, a Ministerial determination was made which would ultimately see the phasing out of legacy qualifications in favour of the occupational qualifications by 2018. The Occupational Qualification Sub- Framework Policy 2021gives credence to this change and enforces the following:

• All legacy programmes that have registered occupational qualification replacements have passed their last date to enrol new learners (30 June 2024). No extensions will be granted for these programmes and training providers must exit learners before the last date of certification (30 June 2027). Any new enrolments for occupations related to these qualifications must be done against the occupational qualifications.

• Legacy programmes that do not have registered occupational replacement qualifications have been granted an extension on the last date of enrolment until 30 June 2025 under GG 50472.

WELCOME AND INTRODUCTION

• The MICT SETA ETQA welcomes stakeholders to the first capacity building session for 2025.
• The session aims to capacitate stakeholders on the updates related to the QCTO transitional arrangements, the new QCTO accreditation tariff structure and the use of the MICT LMIS – ETQA Module.

• Poor stakeholder engagement on the OFO by SETAs

• Employers do not know how to use OFO structure i.e identifying the correct OFO code

• Incomplete/unclear  submission of OFO request to DHET

• Confusion between the occupations, alternative and specializations

• Confusion of job titles or positions with occupations

• Difficulty with mapping the job titles to occupations using the OFO

• Using wrong OFO version and codes when reporting
